Its been a bug for while but I cannot load saves, no error or nothing it just transitions to the "Finally, the day has arrived!" and I have to replay the whole thing every update.
No I have not touched any installation at all outside transferring pt1 saves to pt2, but lets say there is a file that isn't supposed to be there, where would it be located?

Are you using any mods or patches? The incest patch is known to cause issues with P2.

how do i start a new game i cant do that all i can do is lost progress
You need to play through Part 1 first. Look for version 1.0.0
